Steven Hawkins, CEO of US Cannabis Council, released the following statement:
“We enthusiastically welcome Rep. Nancy Mace’s contribution to the growing bipartisan effort in Congress to end federal cannabis prohibition. The States Reform Act would make significant strides across a wide range of critical issues. It would end cannabis criminalization and create a comprehensive national framework for legal, regulated cannabis.
“Criminal justice reform cannot happen in our country until we end cannabis prohibition and address the harms caused by the war on drugs. The States Reform Act is a pragmatic and far-reaching effort to end harmful cannabis policies that have devastated the lives of countless Americans, and create a clear path forward.
“We appreciate that Rep. Mace’s legislation maintains existing state systems during the federal transition and addresses other potential pitfalls in the federal regulatory framework. Specifically, the legislation would set low tax rates to ease the transition from the illicit marketplace, establish clear protections for medical cannabis and limit the FDA’s involvement to its traditional role.
“We welcome the opportunity to engage with Rep. Mace and her co-sponsors to strengthen the legislation, particularly in terms of addressing the negative consequences of cannabis prohibition. We believe expungements should take precedence over other milestones and a portion of tax revenues should go to rebuild communities directly impacted by the war on drugs. Additionally, we would like to look more closely at the medical cannabis provisions to help ensure they do not result in negative unintended consequences.
“Today’s unveiling of the States Reform Act is a sure sign that more Republicans are embracing cannabis legalization and comprehensive frameworks for reform. We applaud Rep. Mace’s leadership on this issue and look forward to building broad support for the growing bipartisan effort to end prohibition once and for all.”
Jessica Billingsley, Chair of US Cannabis Council and CEO of Akerna, released the following statement:
“Rep. Mace’s States Reform Act is an exciting development for all of us working to end cannabis prohibition. The bill, considered alongside the MORE Act and forthcoming CAO Act, signals that Congress is getting serious about ending prohibition and could reach bipartisan agreement on the fundamentals of reform. It also bears personal significance for me.
“As a woman from the Deep South working in the cannabis industry, I greatly appreciate the leadership Rep. Mace is demonstrating. As a cannabis industry CEO whose family roots in agriculture go back generations in Alabama, Georgia, and South Carolina, I am thrilled to see a Southern representative advance this issue. Farmers across the region struggle to make ends meet with standard commodity crops. Giving farmers the option to grow cannabis can open the door to a new, more prosperous era of agriculture across the South.”
