Cannabis Scheduling ReformItem Link List Item 1
- Cannabis is inappropriately scheduled as a Schedule I federally controlled substance. The Schedule I designation is reserved for drugs with “no currently accepted medical use” and “a high potential for abuse.” Cannabis, with its proven medicinal efficacy and limited health risks, clearly does not fit into the Schedule I classification.
- The criminalization of and prohibition against cannabis continues to irreparably damage lives and communities throughout the country. USCC urges President Biden to move ahead with scheduling reform and believes that cannabis should not be a federally controlled substance.

- Expungement of Records: Countless individuals have faced legal punishment or jail time for minor cannabis offenses. These unjust convictions have made it difficult or impossible for them to secure employment and educational opportunities and have restricted their ability to secure and maintain a livelihood for themselves and their families. The USCC supports expunging the records of those punished for minor cannabis-related offenses.
- Social Equity Licensing: No one should be excluded from the cannabis industry because they used to work in it. License structures for cannabis should provide for the opportunity for those negatively impacted from the improvident prohibition of cannabis to reenter, participate in, and have ownership in the legal industry.

Creation of a Sound Regulatory EnvironmentItem Link List Item 3
- The creation of a sound regulatory environment for the cultivation, processing, distribution and sale of cannabis will allow the United States to reap the full economic benefits of this new and promising industry, while also encouraging the orderly transition of the illicit market to the legal market.
- USCC supports the passage of a comprehensive, common-sense regulatory package focused on the safe and responsible sale and use of cannabis.
- USCC also supports vital interim reforms, including the SAFE Banking Act, 280E tax relief and expungement, on the path to full legalization.
